Ruffles Declares Run

For County Treasurer

COOPERSTOWN – Citing his experience as deputy county treasurer, Allen Ruffles – raised in Edmeston, now living in Cooperstown – today officially announced his candidacy for Otsego County treasurer.

With wife Amy and their two children, Mia and Cooper, by his side, and flanked by the county’s top elected Republican, state Sen. Jim Seward, R-Milford, and top elected Democrat, current County Treasurer Dan Crowell, Ruffles made the announcement in front of several family, friends and supporters at noon in front of the County Office Building.

“Throughout my life, commitment and dedication have been very important to me. As a teacher, youth coach, financial adviser, bank manager, member of the Army Reserves and now as your deputy county treasurer, these principles have always driven my desire to serve and give back to a community that has given so much to me,” Ruffles said during his announcement.

“It is with this in mind, that I stand here today and officially announce my candidacy for Otsego County treasurer,” he continued.

Crowell, who chose Ruffles as his deputy last August, is not seeking reelection.  As deputy, the candidate said, “I have taken a proactive role in many of the day-to-day operations and important aspects of the office. I have seen first-hand the duties of treasurer, because I have been hands-on as the deputy treasurer.”

Ruffles graduated from Edmeston Central School in 2003. He has an associates degree in Liberal Arts from Broome Community College, a bachelor’s in education from SUNY Oneonta and a master’s in Geoscience from Mississippi State University.

He was a teacher at Laurens Central School for five years.  Then, a licensed financial adviser, he was an agent for New York Life in Syracuse for three years.  He returned to the county in 2015 as the Key Bank manager in Cooperstown.

Since returning to the county, he has joined the Otsego County Chamber board, is a member of the county Young Professionals, and has participated in the Otsego Leadership program.

Allen has been an engineer in the Army National Guard since 2013.

Election Day is Nov. 7.  If elected, the new treasurer will take office Jan. 1.

Killer Knapp Dies In Prison; Guilty In SUNY Coed’s Death ONEONTA – Ricky Knapp, the man convicted of the 1977 death of SUNY Oneonta student, has died in Mohawk Correctional Facility, according to prison records. Knapp, 66, died March 8, having served 40 years of a 25-to-life sentence for a 1978 manslaughter conviction in the death of 18-year-old Linda Velzy, a SUNY student from Long Island.
