COOPERSTOWN – Winter Harbor LLC of Central Square, Oswego County, has been fined $3,000 by the DEC for dumping paint chips into Otsego Lake at the Lake Front Motel, the DEC announced today. The company was also fined for a similar violation at Lake George.
