NORWICH – Tobias Rundstrom-Wooding, 34, was sentenced to 20 years to life in prison for the 2017 rape and murder of 11-year-old Jacelyn O'Connor, Morris, at the trailer he shared with his boyfriend, James Brower, this afternoon in Chenango County court.
