IN MEMORIAM: Allan Rich Beach, 91; Founded West Oneonta Fire Department ONEONTA – Allan Rich Beach, 91, a former fire chief and founding member of the West Oneonta Fire Department passed away October 1, 2016 at Manor Care in Lebanon, Penn.
