Art & Music Festival Thrives In Former Locale

Kim Condon, Oneonta, hands Richard Birkett, Otego, the Best in Show Award for his intricate Fantasty Clocks. Each piece is meticulously assembled from hundreds of objects including toys, gears, hinges, pipes, slide viewers, old photographs, springs and more. Birkett was one of many artists who lined Main St. this afternoon for the 14th Annual City of the Hills Art & Music Festival this afternoon.
