Utter, 78; Farmer Was ONC BOCES President CHERRY VALLEY – Dean Grover Utter, 78, a lifelong farmer, school board member and former ONC BOCES board president, passed away Nov. 15, 2018, at Bassett Hospital after a sudden illness.
