Tonight, Council Also Aims To Hire Community Development  Director ONEONTA – The management ranks are filling up at City Hall. In addition to hiring a new human resources director, Common Council this evening plans to appoint Judy Pangman as director of community development, succeeding Bill Kerbin, who resigned in August to take a town manager manager position in Virginia. A Cobleskill native, she has been a senior planner with Lamont Engineering.…
