Baldwin, 84; In  82nd Airborne, Worked For County CHERRY VALLEY – Elmer Lee Baldwin, 84, who worked for the county Highway Department for a quarter-century, passed away Oct. 14, 2015, at the Folts Home, Herkimer, where he had lived for a year.
