STATE OK OF OTSEGO MANOR SALE EXPECTED COOPERSTOWN – County Rep. Kay Stuligross, D-Oneonta, who chairs the Otsego Manor Committee of the county Board of Representatives, was expected the state Department of Health to approve the sale of the county nursing home to Focus Ventures of Rockland County.   The department’s press office did not confirm the approval by the end of its workday today, but word should be forthcoming tomorrow.…
