Oneonta Woman Arrested As Fla. Fugitive

ONEONTA – An Oneonta woman, Vickie E. Tolbert-Dwyer, 46, who allegedly fled from southern Florida last summer, was arrested Sunday afternoon at her 42 River St. home by Otsego County sheriff’s investigators as a fugitive from justice.
