IN MEMORIAM:  Howard Barton; Former Security Director At OJC NEW LISBON – Howard E. Barton of Whitesburg, Ky., formerly of New Lisbon, whose law enforcement career included serving as security manager at Oneonta Job Corps, died on Aug.18, 2016.
