Three Charged With Trafficking Heroin ONEONTA – Oneonta Police arrested three people and seized $200 worth of heroin following an investigation into narcotics trafficking into the City of Oneonta. Phillip S Brunson, 29, Manhattan, and Rachel E. Palmetier, 50, and Kyrin L. Donato, 43, both of Oneonta were arrested after an early-morning raid was executed at 14 Washington St. in Oneonta.
