IN MEMORIAM: Marshall M. Palmer, 83; Gave 40 Years Of Service To SUNY Oneonta ONEONTA – Marshall M. Palmer, 83, of Binghamton, who retired from SUNY Oneonta’s University Police after 40 years of service to the campus, passed away Dec. 17, 2019, at Wilson Hospital, Binghamton, following an extended illness.
