Manager Charged In Apartment Burglary ONEONTA – An building manager was arrested and charged with taking items from a Hill Street apartment in mid-November, Oneonta police reported today. Nir Dhan, 41, of Closter, N.J., was arrested for allegedly entering an apartment and removing items in lieu of payment for rent.
