Payless Shoes Is Closing 2,100 Stores Nationwide Chain Operates Outlet In Southside Mall ONEONTA – Payless ShoeSource, which operates a store in Southside Mall,  confirmed it will close all of its 2,100 stores in the U.S. and Puerto Rico.  It started liquidation sales Sunday.
