On-Site Surveys To Begin In City Revaluation Project By IAN AUSTIN • for www.AllOTSEGO.com ONEONTA – Joe Emminger, president of Emminger Newton Pigeon & Magyar Inc., appraisers from Buffalo, updated Common Council this evening on the city’s revaluation.
