LeCates Promoted To Colonel In NYS Army National Guard COOPERSTOWN – Dr. William LeCates, Cooperstown, president of Bassett Hospital, was promoted to colonel in the state’s Army National Guard during a ceremony this morning at the National Guard headquarters in Latham.
