Tops Prepares Plan To Avoid Bankruptcy COOPERSTOWN – Williamsville-based Tops Markets, which operates a supermarket in Cooperstown Commons, announced that it has filed a Plan of Reorganization with U.S. Bankruptcy Court for the Southern District of New York.
