Briefs County On Unified Buying

Sean Carroll, Onondaga County’s director of purchasing, briefs the Otsego County Board of Representatives this morning, particularly the new members, about ongoing talks about this county participating in that county’s larger purchasing system. The idea, championed by Rick Hulse of Fly Creek when he was on the board, is that being part of a larger system will save money on volume purchases ($4 a ton for road salt last year) as well as personnel savings. A structured system also can fully protect the county when legal disputes arise over purchases, Carroll said. “I can’t stop someone from suing you,” he said. “But you can stop them from being right.”  His lawyers are in discussions with County Attorney Ellen Coccoma (in blue jacket behind him) to finalize an agreement.   Otsego would be the first county to join Onondaga’s Syracuse-headquartered, computer-based system, and it could be expanded to serve the City of Oneonta and local towns and villages that were interested.   There is also flexibility, so that local vendors – auto dealers, for instance – would be able to bid on county jobs, Carroll said.   Seated at left are county Board Chair Kathy Clark and Clerk of the Board Carol McGovern.   (Jim Kevlin/AllOTSEGO.com)
