DOT Hearing Next Wednesday

On Replacing Culvert Near Opera

SPRINGFIELD CENTER – The state Department of Transportation is planning to replace a culvert on West Lake Road just south of the  Glimmerglass Festival, and is planning a public hearing next Wednesday at the Community Center in Springfield Center.

Plans may be viewed from 6:30 p.m., with a formal presentation beginning at 7.

The 55-foot stone arch culvert was built in 1908, and extended by 23-feet in 1937. Construction is planned in the 2018 season.

The presentation will provide details of why the project is needed, what alternatives have been considered, cost and current schedule.  A question and answer period will follow.  Department representatives will be available after the meeting to answer any questions regarding the project.  People are encouraged to ask questions and provide comments.

Work zone traffic control alternatives will be discussed.  Alternatives include staged construction, where traffic would be maintained on site using one lane of the existing structure, utilizing one-way alternating traffic controlled by temporary signals, while constructing the new structure on the opposite side.

An on-site diversion using a temporary road and stream crossing will be presented.

Three off-site detour routes were investigated during the preliminary design phase. One off-site detour considered detouring traffic from State Route 80 to US Route 20 to County Road 27 and back to State Route 80. This detour is 12.8 miles and takes approximately 19 minutes to drive.

A second detour would guide traffic from State Route 80 to US Route 20 to County Road 31 to Main Street and back to State Route 80. This detour is 24.4 miles and takes approximately 33 minutes to drive.

The third detour considers guiding traffic from State Route 80 to US Route 20 to State Route 28 and back to State Route 80. This detour is 31.7 miles and takes approximately 49 minutes to drive.
