Moshier Garners 4-Vote Margin To Win Richfield Springs Mayor RICHFIELD SPRINGS – Robin Moshier had 94 votes to incumbent Ron Frohn’s 90 as she was elected mayor of the Village of Richfield Springs Tuesday, Village Clerk Dayle Barra reports.
