IN MEMORIAM: Charles Briscoll, 83; Former Partner In S&S Liquor Store ONEONTA – Charles Briscoll, 83, partner in a former Southside Mall liquor store, passed away Tuesday, Aug. 14, 2018, at Fox Hospital. He was born Aug. 25, 1934. He attended Oneonta High School, then joined the Armed Services.
