Herbert E. Ostrander, Sr., 76; Vet Owned Construction Business RICHFIELD SPRINGS, NY – Herbert E. Ostrander, Sr., 76, who owned his own construction business, passed away on Saturday, February 2, 2019 at his home. He was born on Oct. 5, 1942 in Kingston, the son of Elmer and Gertrude (Rion) Ostrander. Herbert attended West Winfield Central Schools and then proudly served in the Army from 1961-1964.
