May Insist On A Referendum

Paul Scheele, right, an original member of the Oneonta City Charter Revision Commission, this evening reads a statement saying that if Mayor Herzig’s ad hoc Charter Review Committee tries to split the city manager’s duties with the mayor, the original commission will campaign to force the changes to a citywide referendum.   Eight members of the original commission signed the statement.  Scheele said designating the city manager “chief administrative officer” and the mayor “chief executive officer” would create a “good cop, bad cop scenario,” allowing city workers and department heads to play one off against the other.  Sitting next to Scheele are two other members of the original commission, Martha Forgiano and county Rep. Kay Stuligross, D-Oneonta.  At the head of the table is former mayor John Nader, the committee chair, and at left is former acting mayor Russ Southard, now a Council member.   Also in photo, right from Southard, are committee members Melissa Nicosia, David W.
