REPORT: State To Deny

Permits Pipeline Needs

Oil_industry-01-512 copyALBANY — The Cuomo Administration is preparing to deny the water-quality permits for the Constitution Pipeline in what has been shaping up to be a primary test of the governor’s environmental legacy, multiple sources confirmed, according to news reports at this hour.

The announcement is supposed to come this afternoon: Earth Day.
