Chip Klugo, who developed Bresee’s Department Store into high-end apartments on Oneonta’s Main Street, has begun redevelopment the building next door: The former Stevens Hardware, which was the store of longest duration when it closed in 2012. Removing the wall covering, Klugo discovered Stevens’ west wall is stone, from basement to attic, a perfect sound barrier from the Novelty Lounge and other neighbors.
