State Sen. Jim Seward, R-Milford, was sworn for his 16th term as in the state Senate by state Supreme Court Judge Michael V. Coccoma this afternoon at Foothills in Oneonta.  He represents and 51st District.  Holding the Bible is the senator’s wife, Cindy.  Randy Mowers was also sworn in for his first term to the Oneonta Town Board.  (Ian Austin/
